Roadmap Steps

These phases can overlap, but they generally happen in this order.

Phase 1 — Organize + Validate

Build the core project foundation and demonstrate real demand.

  • Early sponsor conversations and partner exploration
Phase 2 — Site Selection
Next

Identify the best viable parcel and confirm zoning + feasibility for a year-round facility.

  • Refine site requirements (8–10 acres target; parking/event needs)
  • Preliminary cost modeling for build + operating plan
Phase 3 — Concept Design + Budget
After site short-list

Create a concept design and “real numbers” budget for fundraising and permitting.

  • Concept drawings (rink, lobby, locker rooms, multi-use event conversion)
  • Updated construction estimate and operating pro forma
  • Fundraising plan tied to clear milestones
Phase 4 — Permitting + Entitlements
Design underway

Work through planning approvals, environmental review (as required), and permit submissions.

Phase 5 — Capital Campaign Close
